Secure Email System

Would RCO look into having an updated or new way for external personnel to send documents through a secure email? The secure email system that we use has been criticized by both PSWs and Agencies for being difficult to navigate or not attaching documents to outgoing emails. The system does not inform people why their documents are not attaching if they do not attach either, so they cannot fix it if they wanted to. It would be super helpful to have a drop box of sorts on our website. Where people can choose the brokerage, enter their email, write a message, place their files in a "drop box" of sorts, and send the email, at which point it would be sent securely via an easier method.

This is a great suggestion. Grant has been researching HIPAA compliance and data transfers. We think we are very close to rolling out a new secure file upload process that will be much like what you describe...More to come, soon.

Gas in Salem building

The gas situation in Salem has not been addressed to staff since the last email on Dec 9. Offices are freezing even though space heaters were taken away several weeks ago. No communication has happened to let anyone know what is going on. Originally, we were told that the gas could occasionally smell when the furnace cycles on and off. Every time the heat kicks on, the gas smell occurs which is not just occasionally. If we truly have nothing to be afraid of, I would think we should at least be given some form of communication letting us know. The times we have reported it seem to be met with laughter or anger. At the very least RCO management should make staff feel like they can bring up any issues at work.

Heating System issues/gas smell

I am wondering if there is a plan to address the heating system/gas smell that occurs. When the gas smell occurs, it has caused people to feel sick, queasy, and have a headache. I know that for awhile the heating system was down and staff were provided space heaters. Is it possible that this can happen again while RCO figures out what is causing the gas smell as it has been quite cold in certain parts of the office, even with a blanket, and inhaling the gas smell isn't good. I have appreciated that when the gas smell gets bad everyone has been told that they can WFH, but am hoping that we can get the heat working correctly or be provided the ability to have something to keep everyone warm.

Thank you for the suggestion. Our response may seem long, but we will get to the specific space heater request by the end. As always, when you have any concerns regarding the property, please report them directly to finops@rcoregon.org. Direct communication is always the most efficient and productive way to get results. Using this email ensures multiple eyes see it and helps us track trends. Please continue to report any issue, even when it resurfaces. The natural assumption when you schedule and pay for a repair is that it is fixed. If the repair doesn't work, or isn't adequate, please keep those communication lines open, so we know more follow-up is needed. It is winter, and that means it is likely going to be cold. For those who tend to be colder than others, please remember to dress so you will be comfortable in the office. It is often easier to add layers than to take them off! If everyone in your area is cold, you can ask Director or FinOps to up the heat a bit. Remember that each heating unit impacts multiple work areas and we need to be conscientious of everyone. If there really are issues with an HVAC unit that can't be resolved with adjustments to the thermostat, we will have techs come out and service the units again, inspect the ductwork, etc. Regarding the gas smell: • NW Natural has been out multiple times and we have been informed that there is no gas leak in our building. • Our HVAC company has inspected the units and noted that one does have a momentary discharge of gas as it ignites which can be blown through the building. According to them, there is nothing that can be done about it and there is no risk. • We did seek another consult with a different HVAC company and we believe they were successful in finding the real root cause and identifying a multi-phased resolution. • It is winter, and final resolution is taking a bit of time. Thankfully, the steps we have taken seem to be helping. Space heaters are a temporary solution that is available to offset an HVAC unit's failure. Use of a space heater under regular conditions can have indirect impacts on other parts of the building – including overloading electrical circuits. All Leads are aware of a new procedure that will be officially included in the next Employee Handbook update later this spring. It provides parameters and processes for utilizing space heaters and we hope it helps us be more responsive to temperature issues. --The Executive Team

Swag, accomodations, and temperature

I think RCO should get better swag. How about a survey asking staff what they would like and actually be given the chance to order and purchase swag. It would be best to offer staff headphones or earbuds when they first start to allow them to complete trainings without interrupting others. If given the chance to suggest some swag ideas it would include a cardigan, a padfollio, and things that we can use while at work. Often staff aren't aware of some accomodations that could be provided to a staff who experiences distractions or sensitivity to loud noise or lights. If there were examples of accomodations available it might make people feel more comfortable asking. It is vital to productivity and comfort to have an office where you aren't freezing or sweating. What could rco offer to their employees to ensure they are comfortable whether they are too cold or hot?

It feels like there are 4 distinct things here, so we will attempt to address each individually: Swag - We love that people care about our swag and do desire your input. We have solicited suggestions several times and are always open to input on what people want for swag options. Please think of it as an open request for suggestions. As some things must be purchased in bulk, a survey may be useful to assess scope of interest if we have some suggested options to work with. Please send suggestions to FinOps. We thank you for the reminder that we are overdue for an order - we are planning an order for October. You can check your RCO Bucks at O:\RCO-Personnel\RCO Swag. Earbuds/headphones - Thank you for this suggestion. We will incorporate a discussion/question into new staff orientation and have an assortment available, if needed. Most people have access to earbuds/headphones that they like, fit their ears, etc. All laptops should be able to accommodate those, whether they are plug-in or Bluetooth. If current staff would prefer to have separate ones for work they may request some. Accommodations - Accommodations are individually negotiated to address specific needs with the goal being to create as 'normal' of a working experience as possible. We continue to encourage that conversations be directed to your supervisors who can help you problem solve the issue and to initiate the accommodation request to your director/the Executive Team should that be necessary. Comfort - RCO works hard to exert as much control as possible to regulate temperatures and keep things comfortable. There are limits to what can be done with every office having some challenges to overcome in this area. These include staff with different desires for the temperature/climate, HVAC units serving multiple spaces, open/closed doors, number of people, windows, etc. As such, there will always remain a certain level of personal responsibility to come prepared for the office environment and regulate one's own temperature. -- The Executive Team

Office Location

While I do realize it is not realistic given the work that's been done to the current office, I would encourage admin to consider moving the Salem office location. Our office space alone has some issues with being able to have confidential conversations due to the layout of spaces and the windows/thin walls. In addition, it feels like we do not have enough conference room spaces (even when Herrin is available) for meetings with our clients. The biggest concern is the external setting of our office space. The homelessness/opioid crisis going on literally right in our parking lot is highly concerning. It has gotten to the point where I do not even feel safe arriving or leaving the building on my own. It is not an ideal location for our customers, many of them walk to our office and are having to interact with these individuals. On top of that, our lobby spaces and conference rooms are not well accessible to individuals with mobility challenges.

Thank you for the suggestion. We do keep many things in the back of our minds and have monitored the market off and on, especially during the peaks in numbers of homeless gathering in our neighborhood. Moves are never easy and few neighborhoods are guarantees to be ideal...the same can be said for buildings. The homelessness/opioid crisis touches on many parts of all of our communities. It is not isolated to the precise location of any of our offices. The fact that customers walk to our office confirms that many of our customers live in places that have to deal with this crisis on a regular basis, not just when they come to our office. There is also value in being population centers. Staff safety is and has always been a concern. In all of our locations, staff should be aware of their surroundings. When possible, leave in pairs, especially at night. When arriving early, you can wait in your car until another staff arrives. You can also call a supervisor or director to be escorted in/out. When staff identify accessibility concerns, we strongly encourage you to speak up and make those known (in 1:1s, team meetings, bring it to your Director…). The more specific details and rationale that you can provide the better. While it may seem like nothing happens quickly (whether our own fault or contractor issues), we will work to address the concerns. We will also do our best to keep the office aware of any plans and/or possible disruptions. -the Executive Team

Parking lot idea

I think RCO should by the area behind our Salem office that was once a bank drive through lane. We could fence one end of it off and take the fence down at the back of our parking area. This would increase our parking (which sometimes is cramped especially with as many staff as we have now, and have the added benefit of decreasing the homeless foot traffice we have now. The current owner of the fomer Wells Fargo building is not using it and might be glad to unload it.

This has been something we have 'dreamed' about for a long time. It is not necessarily an easy task. It involves getting a property owner to sell off part of their land which would reduce its resale value, and would likely require redrawing lot lines with the city, etc. It is a great idea and would certainly be a win for RCO. Maybe someday it will come to be.

Conference room issues in Salem

Ever since we took away the paper schedules on the conference room doors in Salem, we have been having issues with people taking rooms that are booked. I have had to nicely ask people to leave the rooms when it is booked, and it is awkward and feels unprofessional. I think that some kind of system similar to what we had would be helpful to help avoid issues.

We are sorry for the inconvenience and awkward moments. The Salem meeting rooms have been very busy lately, which is great to see. We also acknowledge that things are strained with the temporary loss of one meeting room...Not that this helps, but we hear this even happened with the schedules posted on the doors, because they were rarely updated throughout the day for newly scheduled meetings. This is a new process that we are trying out in Salem (actually a return to old practices), and we would ask people give it a try. For this to work well, staff need to confirm what rooms are available when a drop-in comes in. This may include checking Outlook on your laptop/phone or asking OT to confirm which rooms are available for you to use (and for how long). That process shouldn't take too much time and is a necessary courtesy and should always be the 1st step before jumping into a meeting room with a drop-in visitor. Please bring issues to your supervisor as they occur so we can monitor and evaluate this process. If it is not working, we will continue to look for ways to make the meeting rooms as efficient as possible.

A second microwave in the PA side of the office

During lunch, we only have 30 minutes and many PAs who all need to heat up their meals, that does not give much time, if any, for the last half of the microwave users to get back to their desks and eat. Is it possible to get a second microwave for us to use? It would be super cool and helpful!

Thank you for the suggestion, it is hard to address and respond without knowing which office is being reference. In Salem we have 2 breakrooms and both are equipped with microwaves. If one is in use with a wait, the hope is that the other might be available. If both are being used regularly, we can explore other options. We do have to be careful to not overtax a circuit and we believe the circuit in the Community Room may be better suited to take on a larger load. In Eugene, the breakroom circuit can't handle the load of 2 microwaves. We would need to find another location for a microwave. Please communicate with your supervisors when you encounter issues so we can monitor the situation and assess the scope of the issue. -The Executive Team

Option to work 4 10's

I would like to suggest we have the opportunity to work 4 10's., this would allow for late night meetings, flexibility for both staff and customers and away to avoid burn out.

RCO is contractually obligated to provide services that are accessible to our customers. The state assumes that includes access to case management services M-F. RCO has always had the expectation that staff, especially PAs (and Assessors) adjust their schedules to be available when customers need them, and our procedures should support and facilitate this. RCO does have a procedure for modified work schedules. It was used regularly before COVID and the shift to 8 hours of work from home. At that point, it seemed to drift away as staff had the ability to devote 8hrs to work from home. There is nothing prohibiting a staff from making a request within the parameters of that procedure. -The Executive Team

I would like to propose that we end the work from home option. RCO's goal and mission is to serve our customers to the best of our ability, then it seems all RCO staff should be in the office and available. COVID and the PHE has been over for quite a while at this point. Employees should not be scheduling work around their personal life but the other way around. There are days when there is not a PA in sight and leads or office team have to assist customers or PSW's with signing documents, which should not be the case. I think RCO staff are taking advantage of the working from home, and we should be restricting it to only allow it under necessary circumstances.

Columbus Day/Indigenous Peoples' Day is not currently observed by Oregon, while some CMEs do. We will continue to monitor things. This needs to be evaluated on different levels before we take action, but it is an important area for review and analysis: is this field something we actually need? how do we acquire this data? etc. We want to make sure that we get the right change implemented. We also are currently exploring additional changes to BOD and would prefer to approach all changes as a package deal, which may also impact our timeline.

Open Doors

I believe the doors being open can do more harm than good when it comes to flu season/COVID precautions. Not only does it make it difficult to have HIPPA sensitive conversations with customers, but it also causes trouble when others are having conversations nearby. If we are discussing germs, would it not spread more with a door open and possibly get more people sick? With the air filters constantly going, daily sanitizing, and masks being used when needed, it seems like the doors are open more so for eavesdropping than for the health of the staff.

We do ask that staff avoid speculating and assuming intent behind actions and requests. RCO has long held a standard for "open doors". This is in place to encourage and facilitate teamwork and communication. An open door is far more inviting than a closed one. The intent behind the renovations in Salem was not to change that standard but to provide the ability to close the doors during those times when the work being done would benefit from some additional privacy and volume control (as well as facilitate an easier transition to 50% staffing should that be necessary again). Additionally, if you are seeking a quiet or private space to work for a while, meeting rooms and drop-in rooms are available for use. In regard to our efforts to stay in front of the increasing COVID numbers, we are sending out an email to all staff later today. -The Executive Team

I would like to suggest that RCO honor Juneteenth as a paid holiday like other entities in the state now do, especially since it is now recognized as a federal holiday. As RCO works to strengthen its commitment to DEI practices, this would be a meaningful approach to honor and reflect on the reason this holiday exists.

Texting, Working from home, New office.

Good morning, I would like to suggest a deeper dive into the whole texting issue. I don't recall seeing anything specific to texting on the transmittal for the ending of the PHE, though it is possible I just missed it. I do know that every agency/provider that I have spoken with since then about it says that they are still using texting to communicate with customers. I have many customers who are struggling and frustrated by the inability to use texting to communicate with me as this is their preferred form of communication. It has made it very difficult to get a hold of some of them as they will not respond to other forms of communication. Some are very uncomfortable and/or frustrated by receiving random phone calls and most do not use email. It doesn't feel very person-centered to ask what their preference is and then tell them they are unable to utilize that. Perhaps we could have a liability form that they sign to give permission? Our clients are able to give consent for us to discuss their case and send documents to others, why are they not able to consent to this? I also agree with the other person who posted on the thread about working from home. Other agencies are working from home full-time, and it has been proven to be possible as well as more productive for some individuals. The outlook that you must be at a specific place to provide good service is old-fashioned and outdated. I personally feel it should be at the staff's discretion unless there is a specific need for them to be in the office. As stated by the previous poster, it is pretty rare for customers to just randomly stop in, at least that has been my experience as well. I know there is also a concern about having enough people in the office in the event that the OfficeTeam is out sick or on vacation but maybe we could just agree to be willing to come in if that situation should occur. I would be willing to receive a phone call asking me to come in if there were not enough people to cover the door and phones. I think we have a great team and any of us would be willing to step up if needed. I do agree that we need a new office with a more functional set up and flow but don't feel that we need a much larger one if people were allowed to work from home more. It seems like a large open office might also be intimidating to some of our customers. Perhaps we could find something around the same size or slightly larger with a set up that works well for us, allow staff to work from home more and then utilize the saved funds to increase wages, add more perks and/or have more employee events/activities. Thank you for providing a platform to voice our opinions and thoughts. I hope that they will be taken into consideration. I believe that valuing and implementing the needs, input and suggestions of your employees is how you retain them long term. It speaks highly of RCO management wanting to involve everyone in the structure of and decisions about the company. I think everyone here at RCO is invested/dedicated to making the company a supportive, accommodating, happy place to work and ensuring that our customers have the support they need. I hope to be part of this team for many years to come.

Texting is not allowed under HIPAA. As previously shared, RCO has now received information on our funding for the next 2 years. In response, RCO has initiated steps towards adding a secure messaging platform that mimics texting. Working Options

Good afternoon, I have a suggestion for personal agents work schedules. It was proven effective and conducive during the state of emergency with the pandemic that the job of a personal agent could be completed in a work from home capacity. I would say the vast majority of the time, customers schedule ahead of time to meet and drop-ins are extremely rare. The office can be distracting with it being so small. There is minimal privacy or it's so quiet it can be uncomfortable to talk on the phone. It would be nice for people, if they choose, to be able to work in office and then have a few spaces for drop in. I know that for me, I'm much more productive within my area. I can set the energy ie; candles, sensory input etc. In the office we don't really do anything as a team and we mostly send emails for questions or conversations. Other brokerages work from home as well and have the ability to come in if needed for printing, meetings etc. I appreciate you taking the time to listen to me and the rest of the team. It truly means a lot and makes us feel valued and heard.

RCO has a long history of valuing the strength of a team-based model. Through necessity born out of COVID, we learned that the tools we have (and those we have added) do make the job possible in a remote capacity. The fact that it is possible has not changed RCO's belief that we are better together - working side by side. While we attempt to adapt to the times and keep an open mind, RCO still holds the view that it is through personal connections (with coworkers, customers and the public) that we will be able to foster a team oriented, collaborative culture for employees and to best serve our customers. RCO does allow for some work from home based on the nature of the position. For most positions, that amounts to 8 hours a week from home, and we will consider other schedule modifications on a case-by-case basis.
